Google has a free Web Site Builder. It will also host for your web site for free if you allow its ads. I don't know if it's the best, but it should be good enough. What's best is very much a matter of personal preferences and very difficult to define.

Note also that this is a warez board, so you don't have to restrict yourself to freeware, everything is free here.

So you wnat your own site then, and not write a review on say, IMDB.
Then any web site will do, then write em up.
Find a cracked version of X5 Evolution, it should work for you.
